In a bold move signaling a broader cultural shift within the U.S. military, War Secretary Pete Hegseth is reportedly drafting a memo that could sever the Pentagon’s longstanding ties with Scouting America, formerly known as the Boy Scouts of America.
The memo, which has not yet been finalized or sent to Congress, criticizes the organization for abandoning its traditional merit-based structure in favor of what Hegseth describes as a “genderless” agenda that fosters “gender confusion.”
Hegseth, a staunch advocate of military readiness and traditional values, has been vocal about his opposition to diversity, equity and inclusion (DEI) initiatives within the armed forces. His draft memo alleges that Scouting America has strayed from its original mission of instilling “masculine values” in young men, a principle once championed by President Theodore Roosevelt.
“The organization once endorsed by President Theodore Roosevelt no longer supports the future of American boys,” Hegseth wrote.
If implemented, the policy could have significant consequences for Scouting America, including the withdrawal of military logistical and medical support for the National Jamboree—a major event that relies on Pentagon-provided trucks, ambulances and medical personnel. Additionally, Hegseth’s proposal could prohibit Scout meetings from being held on military installations, effectively cutting off a key recruitment pipeline and tradition for military families.
The Pentagon has remained cautious in its response, stating that it “cannot authenticate” the memo and noting that it may still be “pre-decisional.” However, current law mandates military support for the Jamboree unless the War Secretary determines such assistance is “detrimental to national security”—a threshold Hegseth appears prepared to invoke.
This latest action aligns with Hegseth’s broader agenda to purge what he views as politically motivated distractions from military operations. At a conservative conference in Florida on May 6, he declared, “No more pronouns, no more climate change obsessions, no more emergency vaccine mandates, no more dudes in dresses.” His rhetoric reflects a sweeping effort to roll back policies implemented under previous administrations, particularly those related to gender identity and DEI programs.
Hegseth’s opposition to Scouting America’s progressive reforms is not new. In 2018, he criticized the organization’s decision to admit girls and rebrand itself, claiming it had been “cratering itself for quite some time.” Since assuming his role as War Secretary, Hegseth has aggressively targeted policies he believes undermine military discipline, including the removal of transgender service members and the dismissal of officers deemed insufficiently aligned with his vision of a disciplined, mission-focused armed forces.
Under his leadership, recruitment numbers have reportedly improved, which supporters attribute to his emphasis on a “warrior ethos” and rejection of what he calls “woke” distractions. His May 8 memorandum further clarified his stance on gender dysphoria in the military, stating that allowing individuals with such diagnoses to serve “is not in the best interest of the Military Services and is not clearly consistent with the interests of national security.”
Critics argue that Hegseth’s policies alienate marginalized groups and risk politicizing the military. LGBTQ+ advocates have condemned his approach as discriminatory, while proponents of DEI initiatives warn that his actions could harm unit cohesion and deter talented recruits. However, Hegseth remains unwavering, framing his decisions as necessary to restore the military’s focus on combat readiness.
The potential severance of ties with Scouting America marks another front in Hegseth’s campaign to reshape military culture. If enacted, it would send a clear message: Institutions that deviate from what he considers core American values will no longer enjoy the Pentagon’s support.
